Wouldn't a baby frog be a tadpole?

That's one stage yes. There's also the pollywog, the stage where it's pretty much a tiny fully formed frog but it still has a bit of it's tail left.
Mostly people just use baby frogs to refer to tiny little frogs just past the the pollywog stage.
That's not a universal definition. Pollywog is a regional term.
Some people use tadpole for the entire phase between egg and full frog, some people use pollywog for the same thing. You use tadpole for the phase before it grows limbs and pollywog for the phase after, some people do exactly the reverse.
There's no universal definition for either term, except insofar as both refer to frogs after hatching and before losing their tails.
No, Poliwag is when it has no arms and a tail. Poliwhirl is the in between stage, and Poliwrath is when it gains more muscle mass and fighting abilities. They're definitely distinct forms.

Tadpoles look totally different, as they are still in the larval stage. A baby frog is an apt name for something that has passed that stage into froghood, but is still extremely tiny.

A little bit of reading says its not venomous, and it is a juvenile, not a tadpole clearly, but the markings diminish as the frogs age so the bright colours mean its quite young.

Not a baby, this is an adult. Juvenile frogs tend to look like so. The are damned pretty though!
Frogs go through many different stages. This is just after the pollywog stage, where it looks like a regular frog, just with a small tail. It is a juvenile because this kind of frogs markings change as the frog gets older.
